Worth Knowing
What WAPDA Actually Asks For in 2026
New connections now go through one online system — the ENC portal (enc.com.pk) — shared by every electricity company. You fill the form, upload your CNIC, and then comes the part where most applications get stuck: ownership proof. The fard is what LESCO, MEPCO, FESCO and GEPCO accept. No fard on file, no demand notice. Simple as that.
The Document
What Is This Fard, Exactly?
It’s the fard-e-malkiat — PLRA’s official record of who owns a piece of land. When you ask for a new meter, WAPDA has to make sure you’re not putting a connection on someone else’s property. So they ask for the fard. People call it the WAPDA fard, the bijli connection fard, the wapda meter fard — different names, same paper.
Where you’ll need it
- A new domestic meter, single phase or three phase
- Commercial and industrial connections
- Agricultural tube-well connections
- A second or additional meter on the same property
What it proves
- Your name as the recorded owner
- The khewat, khatoni and khasra numbers
- Exact area and location of the property
- That the record is current and QR-verified
How It Works
Getting It Takes 4 Steps
You won’t need to visit any office.
Message us on WhatsApp
Send a photo of your CNIC and whatever property details you have. Khewat and khasra numbers are ideal. Don’t have them? Just send the full address — we’ll work with that.
We get your fard issued
We file the application with PLRA and pay the official fee. The fard comes back as a QR-coded official document.
You attach it to your ENC form
Upload it with your new-connection application on enc.com.pk. If the form confuses you, we’ll walk you through it.
WAPDA verifies, meter goes in
They check the documents, send the demand notice, you pay it, and the meter gets installed.

FAQ
Questions People Actually Ask
+What is a WAPDA fard, in simple words?
It’s the fard-e-malkiat — proof you own the property where the meter will go. Your electricity company (LESCO, MEPCO, FESCO or GEPCO — everyone just says WAPDA) won’t issue a demand notice without ownership proof. The fard is the paper they accept.
+Is it compulsory for a new bijli connection?
Ownership proof is, yes. It doesn’t have to be a fard — a registered sale deed works too — but the fard is what most people use because it’s the quickest to get.
+Different city, different fard?
No. Lahore, Multan, Faisalabad — same PLRA document everywhere. Your electricity company changes, the fard doesn’t.
+I’m a tenant. Can I still get a meter?
Yes, with an NOC from the owner. The fard stays in the owner’s name; you just attach their NOC to your application.
+How long does the fard take?
Usually just a few hours after you send your details on WhatsApp. We’ll give you a straight answer on timing before we start.
+What if I don’t know my khewat number?
Happens all the time. Send the address or drop a location pin and we’ll trace the record.
+Can one fard cover a second meter?
Yes — the fard covers the premises, so it works for an additional meter too. Separate portion, rental unit, shop on the same plot — same paper.
+What will it cost me?
Official PLRA fee plus our service charge. Both told to you upfront on WhatsApp, nothing hidden, and you get the official receipt.
