Lease Registry (Rent Deed Registry) in Punjab, Done Right

A lease deed written on plain paper protects nobody once the term crosses one year — the law stops treating it as a lease for that term at all. This is a service we offer end-to-end: we get the lease deed drafted, work out the stamp duty on your rent, handle the e-stamp challan and the e-registry filing, and manage the Sub-Registrar visit where landlord and tenant sign. Most people call it rent deed registry. You start with a free consultation online — the service itself is hands-on.

Lease Deed, Rent Agreement, Police Registration — Three Different "Registrations"

Landlords get told to "register it" by three different people and assume it is one job. It is three. Here is the clean version:

Lease DeedTHE SUB-REGISTRAR DOCUMENT
The formal deed that gives a tenant possession of a property for a fixed term against rent. Under section 17(1)(d) of the Registration Act, any lease longer than one year — or reserving a yearly rent — must be registered before the Sub-Registrar. Skip it, and the Transfer of Property Act treats your three-year lease as a month-to-month tenancy, whatever the paper says. This registered lease deed is what our lease registry service is built around.
Rent AgreementTHE RENT REGISTRAR ENTRY
The everyday tenancy agreement — the karaya nama — for a house, flat or shop let for a shorter term. Under section 5 of the Punjab Rented Premises Act 2009, the landlord must present it before the Rent Registrar, who enters it in a register, seals it and keeps a copy. That entry proves the landlord–tenant relationship. But note what the Act itself says: it does not replace registration under the Registration Act where the term crosses one year. Rent agreement registration and lease agreement registration with the Rent Registrar are the same errand — a different counter from the Sub-Registrar.
Tenant RegistrationTHE POLICE RECORD
Separate again. Under the Punjab Information of Temporary Residents Act 2015, the landlord must give the tenant's details to the local police within 15 days of handing over possession — tenant police verification, in everyday words. No deed, no stamp duty: just the tenant's CNIC and particulars on the police record. Skipping it carries jail time and a fine under the Act.
So which one does your case need? A term over one year needs the lease deed registered at the Sub-Registrar. A shorter tenancy needs the written agreement entered with the Rent Registrar. A residential tenant always triggers the police registration. Plenty of cases need two of the three — tell us your term and property type on WhatsApp and we will tell you honestly which apply.
02 Lease costs, honestly

Who Pays What on a Lease Registry

A lease has no sale price, so the duty follows the rent instead. Here is how the costs split in Punjab, and who customarily carries each one:

Fee / TaxPaid byAverage rateNote
Stamp duty — lease deedLessee (tenant)3.25% of the average annual rentArticle 35 of the Stamp Act — for terms under twenty years, where the rent is fixed and no premium is paid. The duty is charged on the rent, not on the property's market value.
Stamp duty — long leases (20 years +)Lessee (tenant)Charged on the property valueA lease of twenty years or more, or in perpetuity, is worked out on the value of the property or its rental value — whichever is higher. Almost a transfer, and priced like one; we work out your exact head before you file.
Registration feeLessee (tenant)Small fixed amountSet by the state; we confirm the current figure on WhatsApp before you file.
Premium / pagri, if anyLessee (tenant)Duty applies on the premium tooIf money changes hands upfront — pagri, a lump-sum premium, a large advance — Article 35 charges it separately from the rent. Tell us the full structure of the deal so the challan is right the first time.
Worth knowing about stamp duty on a lease: the base is your average annual rent — one year's rent worked out from the monthly figure — so the term and the rent decide the duty, not the property's price. Exact rupee amounts are always confirmed on WhatsApp before you pay anything; the e-stamp system calculates the duty from your term, rent and any premium, and we check the challan against your deed before you pay it.
03 The process

From First Message to Registered Lease Deed

Six steps covering the full rent deed registry. The first four happen from your phone; step five is the one visit that can't.

1Online · Free

WhatsApp consultation

Start with a free consultation: send us the basics — the property, the lease term, the monthly rent — and whether it is a residential lease, a commercial lease or an agricultural lease. Complications welcome: a pagri paid upfront, a company taking the premises, a tenant asking for a sub-lease clause. We take it from there — your exact document list and the real cost heads.

2Online

Ownership record checked

A lease is only as strong as the landlord's title. We check the record first, because the Sub-Registrar works from the landlord's fard e malkiat. If there is no current one, that is step one — a lease signed over a disputed record stores up trouble for both sides.

3Online

Lease deed drafted

The deed is drafted with everything a tenancy agreement is expected to carry: both parties' particulars, the premises described properly, the term, the monthly rent with its increase rate and due date, the security deposit, and what the premises may be used for. Vague deeds are the ones that fall apart in a dispute.

4Online

E-stamp challan

We prepare your 32-A e-stamp challan — the stamp duty on the lease worked out under Article 35 from your average annual rent and term. You pay via PSID at any Bank of Punjab branch or banking app. A challan is single-use and time-limited, so we time it for when your file is actually ready.

5One physical visit

Registry day at the Sub-Registrar office

This is the one physical visit — and it's part of the service. The lessor and the lessee appear before the Sub-Registrar with two witnesses; statements are recorded and biometric verification is completed. The deed must be presented within four months of being signed — miss that window and you are drafting again. Anyone claiming a "100% online lease registry" is not describing how property registration works in Punjab.

6Done

Registered deed in hand

When the Sub-Registrar registers your deed, the system gives it an official record number — called the bahi number — plus a document number. Keep both; they're how your deed is found in the government record later. If your tenancy also needs the Rent Registrar entry or the police tenant registration, we flag them here so nothing is left half-done.

04 Documents

What Registry Day Needs From You

A lease deed gets rejected at the counter for boring reasons — a witness without a CNIC, an ownership record that does not match the deed. This is the full list; we check yours against it on WhatsApp first.

Always required

  • Original CNICs — landlord (lessor), tenant (lessee), and two witnesses
  • Fard e malkiat — the landlord's ownership record for the property being leased
  • Ownership papers — the landlord's own registry or allotment letter, if held
  • Paid e-stamp challan (32-A)
  • The drafted lease deed itself, ready for signing

When they apply

  • Power of attorney — if someone signs for the landlord or the tenant, it must be verified by the Sub-Registrar
  • Company or business tenant? — company particulars and proof of who may sign for it; commercial leases usually need these on the file
  • Agricultural lease? — khewat and khasra numbers of the land, so the deed matches the revenue record
  • Renewing an old tenancy? — bring the previous rent agreement; the new deed should pick up where it ended
05 Why us

Why People Message Us Before Signing a Lease

REASON 01

We say what the counter won't

Three different registrations, one four-month deadline, a police filing most landlords have never heard of — the small print that turns into a rejected deed or a month-to-month tenancy you never agreed to. We tell you upfront.

REASON 02

One visit, zero wasted trips

Your file is checked on WhatsApp before registry day. The most common reason deeds get bounced is a document nobody flagged — we flag it early.

REASON 03

The title check before the drafting

Lease deed, ownership record, rent terms — all three agreeing before the tenant pays a deposit. Especially worth it when you are taking premises from someone you don't know.

REASON 04

A real office, a real number

We're on Faisalabad Road, Jaranwala, near the Nadra Office — and on WhatsApp at 0334 1227222. Start with a free consultation; we'll tell you exactly what your lease needs before anything is filed.

Lease Registry — Asked & Answered

1Does a lease over one year really have to be registered?+
Yes. Section 17(1)(d) of the Registration Act makes registration compulsory for a lease from year to year, for any term over one year, or reserving a yearly rent — and the Transfer of Property Act says such a lease can only be made by a registered instrument. An unregistered three-year lease is treated in law as a month-to-month tenancy: the term, the rent increase and the notice period you wrote down cannot be enforced as agreed. That is the gap a lease registry closes.
2Is rent deed registry the same as registering a rent agreement with the Rent Registrar?+
No — different office, different law, different job. People use "rent agreement registration" for both, which is how the confusion starts. The Rent Registrar entry under the Punjab Rented Premises Act 2009 records your tenancy agreement and proves the landlord–tenant relationship; every tenancy agreement is supposed to be presented there. The Sub-Registrar's rent deed registry is what makes a lease deed itself legally effective for a term over one year. The 2009 Act says so itself: the Rent Registrar entry does not absolve you of registration under the Registration Act. Many tenancies need the first; longer and commercial ones need both.
3Can the whole thing be done online?+
No — and be wary of anyone who says otherwise. This is a managed service, not a website form: the consultation, the drafting checks and the challan happen online, but the registration itself needs one physical visit — landlord, tenant and witnesses before the Sub-Registrar, with biometric verification completed. We handle everything up to and including that visit.
4How is stamp duty on a lease worked out?+
From the rent, not the property's price. Under Article 35 of the Stamp Act, a lease under twenty years with a fixed rent and no premium pays duty on the average annual rent — one year's rent worked out from your monthly figure. Pay a premium or pagri on top, and that is charged too. A lease running twenty years or more is charged on the property's value instead. Send us your monthly rent and term on WhatsApp and we will give you the exact figure before anything is filed.
5We signed a lease deed months ago and never registered it. Is it too late?+
It depends on the date. A deed must be presented for registration within four months of the day it is signed — section 23 of the Registration Act. Inside the window, we move fast. Outside it, the honest answer is usually a fresh deed with a current date rather than an argument at the counter. Message us the signing date and we will tell you plainly where you stand.
6What about police registration of the tenant — is that separate?+
Completely separate, and by law it is mainly the landlord's job. Under the Punjab Information of Temporary Residents Act 2015, the tenant's particulars must reach the local police within 15 days of the tenant taking possession, and the landlord must first check the tenant's CNIC and keep a copy. The penalty for ignoring it runs to jail time and a fine. It takes minutes at a police station or Police Khidmat Markaz — and a registered lease deed makes it painless, because the particulars are already verified.
7Do I need a fard for a lease registry?+
Yes — the landlord's fard e malkiat, the current ownership record the Sub-Registrar works from. A tenant should want to see it too: it is the proof that the person taking your security deposit actually owns the place. If the landlord doesn't have a current one, that's step one.
8Does any of this change for a shop, an office or farmland?+
The registration rule is the same — over one year, registered deed. The paperwork around it shifts. A commercial lease usually runs longer, carries a premium or a heavier security deposit, and the tenant may be a company whose signatory needs proof. An agricultural lease turns on the revenue record — khewat and khasra numbers — rather than a premises file, and the Rented Premises Act's tenancy protections are written for premises, not fields. Tell us which kind yours is and we will build the right file.
